Rewiring Systems for Equity

UC Berkeley EC3 is partnering to redesign how California supports its youngest children and families—by turning bold ideas into real systems change. We work across disciplines—education, health, psychology, economics, and policy—to co-create structural innovations with public partners and communities. We bring together researchers, policymakers, practitioners, and families to design, pilot, and scale solutions that make early childhood systems more equitable, integrated, and effective.

We are investing in the future: preparing children for the world they will inherit.

Our Engine

At the heart of E3C is the Systems Solutions Lab—a collaborative engine where data, research, and lived experience converge to drive innovation. We pair rigorous methods with cross-sector partnerships to uncover what works, for whom, and under what conditions. Working side by side with families, educators, community organizations, and government agencies, we co-design, pilot, and scale strategies that dismantle structural barriers and rewire systems for equity. The Systems Solutions Lab:

  • Co-creates solutions with families, communities, and agencies

  • Designs and pilots innovations in governance, workforce, finance, and service delivery

  • Builds feedback loops and data tools for adaptive learning and accountability

  • Scales what works into durable, equity-centered policy and practice

The result is a cycle of innovation that transforms fragmented systems into an integrated, accountable ecosystem that delivers for children and families.
